178 - DIG-IP-S demand test for SIP Stations

DIG-IP-S demand test do not make sense for SIP stations and should either be disabled (at the system level), or have an option in the station form, similar to H323 phones, to turn off the test. Having the test run for SIP stations needlessly populates the "display alarm" and "display errors" outputs.

In addition to needlessly showing up in the alarm and error logs, these logs themselves have a limited size so the DIG-IP-S filling up the log pushes more relevant alarms/errors out of the list.
